Neg rep me please

Are you even allowed to ask for a neg? ...
I read the rules a few minutes ago and it said not to ask for rep, just saying.
It is Rule #5: Do not ask for rep, Whether its on the forum, aim, msn, pms. Doing so will get all your reps removed. So think twice before asking for reps.
