so when y'all go on someone's rep you see "Neurtal rep" and I always think the frick is that and always mean to make a post about it. ​

1) What is it for?​
2) has it been implemented?​
3) will it ever be implemented/again?​

Neutral rep is pretty self explanatory; rep that is neutral (0). It's been disabled since the beginning of 2013, and I don't think Philly plans to enable it again.

I must  be being dumb right now, but what is the point of neutral you might as well not put any rep...
