I don't see why it would be disabled, and if it is than the referral awards should be deleted.

You can still refer people, go to user control panel and you can link your referral link to friends.

I believe you can only use someone's referral link now, other than that I have no idea why this is happening. I haven't had any of my new friends refer to me so I was wondering what was up.
