There is 5-6 accounts registered from the 1 IP. Banned accounts and dormant accounts.

Links to the accounts if possible ?
 
Consulting with the specific user is always good before placing a ban on their account, even if the proof shows otherwise.
 
I agree with Stinger. These accounts could be used for trolling or anything other then scamming. I think it's weird how you let Brad multi account as well . . .
 
did you whois check the ips could be a vpn plus a user could be in same neighbourhood town or using a proxy "if its old accounts why it not show then but showed just now"
dont think isolate is that type of guy and i dont even know him to chat to

best get philly to make a rule "no vpns as they will match no tor as they may match"
