I've seen some pardon requesters posting outside the Pardon Requests section. I suggest we make a rule that pardon requesters can't post outside the section, despite them already not following the guideline of not making an account, and instead post as a guest. Allowing them to post outside the section and be part of the community shouldn't be prohibited, because it defeats the purpose of them being banned.
An alternative solution is to enforce the rule that you must make a thread as a guest, so far I haven't seen it enforced.
