Paypal charge back.. Wtf why close it

Wtf my thread was closed for no reason.

It's not letting me charge back on a payment sent from family and friends.

It says "We're sorry, but this transaction cannot be disputed because it is not a purchase of goods or services. Please contact the recipient directly."

I'm not sure why it was closed, yes I clicked to dispute it and that there was a issue receiving my item and it says that.
