paypal help!!!!

Anyone know how to get around the error message that comes up when you send money from a card and not your balance?
someone's buying something off me and they have $ on a debit card. When they send it they get this message:
Sorry, the recipient does not accept payments via this method. Please choose another.

I have seen this before and ive checked my settings but no where does it show where i can select my accepted payment methods.
Help me asap please!

I've had this happen to me before also when someone tried to pay me. Who is this user, it might be the same person.
There also is no setting I can find, nor could Google find anything about it.

You can't do that unless the paypal account that he is using is verified, I think.
