PayPal problem

Sorry if this is wrong section just want to see if anyone else is having the same problem, when I go to send money it says cannot complete this payment & the same thing is happening for my friend. Just wondering if its PayPal screwing up or the accounts themselves

If you're trying to send as a friends/gift/instant to a business PayPal, that's the problem.

You got to wait a few hours, when someone sent money to my dummy I tried sending it to my main but it came up with that error, so I had to wait a few hours, also try sending the payments below $10, for example; $9.99. I think it pops up when you try routing money a lot or using a VPN

Only way to solve this is by adding a bank account to your paypal, i called them up and they told me
