i sent 20$ and was "Scammed " from a user onsite , they claim they are attempting to resolve it but the money on hold or " Pending " if i disputed the payment , could they refund it ?

If you dispute the payment and call paypal within 11 business days I believe the money is returned to your account. If you payed with a debit card PayPal refunds the money onto that card if you payed through a bank account PayPal refunds it through the bank account.

the user seems to be co-operating it was a honest mistake i believe so if i dispute it could he just refund it ?
