If you make a Paypal without a credit card attached to it can you still send /receive money?

Well if you don't have a card it will probably be limited/unverified and also, with no card, you would need money on the account to send obv,

I'm sure you can receive without a card.

You can receive, but not send, if you make a Canadian Paypal you can do both.

Make sure you make a CANADIAN paypal if you do not have a credit card or Bank account. And yes you will be able to send and receive money
