Add a CC, if didnt work try on another browser, if still didnt work, downlaod the app on your phone and send the payment. %100 it will work

This is a security measure that PayPal's system automatically does and prevents you from sending a payment.
Try doing the payment in smaller amounts or just calling up PayPal and telling them your issue, they'll ask you to sign in and out and then it'll work fine.
You did nothing wrong, it's just PayPal's anti-fraud system.

I have two paypals, a fucker charged back on my real one.
I am in the debt there, with my real bank connected and stuff.
The account I am trying to use is not verified, maybe that is the problem?

Clearly not being verified is the problem, is too much of a risk for them to accept money from those kinds of Paypals.

I have this issue constantly. Try sending the payment from your phone. If you still get this error, call PayPal. They fix it every time.

Clear your cache, that fixes it most of the time, if not it's probably your account got flagged for being a multi.
