I do it via Join.me/TeamViewer.
 
why can't people just verify their paypal with a bank account...

Some are underage, other's just don't know how to/can't.
 
This is definitely a public thing. Has to do with setting up a ETRADE acc am I correct? If not then its something very similar and still not allowed. @rude @color @Philly

Definitely close it and hope the mods don't say anything about it. Hopefully they'll realize that you made a honest mistake.
