It's self explanatory, really. I think you need to complete like 20something deals for it to not pend anymore.

It could be that the user is sending it an e-Check, they take up to 2 weeks to go through.

I sell things on eBay every once in awhile but my payments still pend from there

@Krish could be right, I've received eChecks a few times and they take a week or two.

Refund and tell him to send through family and friends. Or call up paypal and if they have sympathy they will sometimes release it earlier.
