This is what I'm thinking:

either make a more affordable PC:

CPU: Intel Pentium G3258 3.2GHz Dual-Core Processor  ($49.99 @ Micro Center)

CPU Cooler: Cooler Master Hyper 212 EVO 82.9 CFM Sleeve Bearing CPU Cooler  ($26.98 @ OutletPC)

Motherboard: Gigabyte GA-H97M-D3H Micro ATX LGA1150 Motherboard  ($66.98 @ Newegg)

Memory: G.Skill Ripjaws X Series 8GB (2 x 4GB) DDR3-1600 Memory  ($54.89 @ OutletPC)

Storage: Western Digital RE3 250GB 3.5" 7200RPM Internal Hard Drive  ($19.00 @ Amazon)

Video Card: Zotac GeForce GTX 760 2GB Video Card  ($161.98 @ Newegg)

Case: Thermaltake VL80001W2Z ATX Mid Tower Case  ($22.99 @ Micro Center)

Power Supply: Corsair CX 600W 80+ Bronze Certified Semi-Modular ATX Power Supply  ($59.99 @ Micro Center)

Optical Drive: Samsung SH-224DB/BEBE DVD/CD Writer  ($14.98 @ OutletPC)

Total: $477.78  (w/ mail in rebates)

or go all out so I don't have to upgrade in a long time:

CPU: Intel Core i5-4690K 3.5GHz Quad-Core Processor  ($229.98 @ NCIX US)

CPU Cooler: Cooler Master Hyper 212 EVO 82.9 CFM Sleeve Bearing CPU Cooler  ($26.98 @ OutletPC)

Motherboard: Asus Z87-A ATX LGA1150 Motherboard  ($79.98 @ NCIX US)

Memory: Corsair Vengeance Pro 16GB (2 x 8GB) DDR3-1866 Memory  ($99.99 @ Newegg)

Storage: Kingston SSDNow V300 Series 120GB 2.5" Solid State Drive  ($52.99 @ SuperBiiz)

Video Card: MSI GeForce GTX 970 4GB Twin Frozr V Video Card  ($329.99 @ B&H)

Case: NZXT S340 (White) ATX Mid Tower Case  ($64.99 @ Micro Center)

Total: $944.89 (w/ mail in rebates)

The second build is definitely better for gaming, but if you're looking for something reliable and cheap just go with the first one, you could always upgrade as you go.

I would prefer the second build. Reason being is because I never go cheap on things I buy. But if you wanna save money choose the first option

Although I wouldn't choose most of the parts you picked, I would definitely go with the 2nd build. You'll save a lot in the long run.

The second build can be improved A LOT.

First off you're using a z87 board with a i5 4690k, get a z97 because:

1. Ability to accept 5th gen broadwell CPUs.
2. M.2 SSD support. Get up to 10GB/s bandwidth on a single PCIE m.2 slot.

Second, you'd be better off using the stock cooler vs the hyper 212 (unless you're over clocking).
Thirdly, the PSU is poor quality, and I wouldn't trust it to power a calculator.
Lastly, the R9 290x has been proven to be better than the 970.

Whats your budget?

I really want a nVidia card though bc of advanced phys x (lol ik)

What would be the best intel based build for $800 in your opinion?
