The second build is definitely better for gaming, but if you're looking for something reliable and cheap just go with the first one, you could always upgrade as you go.

I would prefer the second build. Reason being is because I never go cheap on things I buy. But if you wanna save money choose the first option

Although I wouldn't choose most of the parts you picked, I would definitely go with the 2nd build. You'll save a lot in the long run.

The second build can be improved A LOT.

First off you're using a z87 board with a i5 4690k, get a z97 because:

1. Ability to accept 5th gen broadwell CPUs.
2. M.2 SSD support. Get up to 10GB/s bandwidth on a single PCIE m.2 slot.

Second, you'd be better off using the stock cooler vs the hyper 212 (unless you're over clocking).
Thirdly, the PSU is poor quality, and I wouldn't trust it to power a calculator.
Lastly, the R9 290x has been proven to be better than the 970.

Same build only difference is with the top one you get the i5 4690k, and an SSD. But both a great builds nonetheless.
