People Travelling On The Roofs Of The Electric Trains?!

In India though we have one of the biggest Railways networks in the World, still today people travel on the roofs of electric trains when there is severe rush! Though the authorities they see this thing happening they are unable to stop this practice as the rush is so much that it become s impossible for the limited number of police men to stop this practice1 there have been many accidents because of this! This is a pathetic state of affair! How can such things be prevented? Your comment please! Thanks !

Well it is very common in India. Not only in Electric trains. Even in diesel train and buses also the people also travel in roofs. Thats a serious matter.

its too dangerous to travel on train top.it leads to accidents.i know when there is a rush time our railways run short to support passengers and the needy has to opt for going on top.but its illegal.i think our government should consider bringing up more trains to support those passengers.but some people do it out of habit.
