Power adds more features on top of your onyx. Read the upgrade page for exact info about it. Power+ gives you even more features, but you must gain Philly's approval to purchase it.
To get power+ you must have all upgrades and master donator along with 1,200 posts 6 months on the site, and 2 months online. I believe there is a rep min but i can't remember.
