They are only locking accounts that are jailbroken or have apps that have the ability to save snaps.
Remove all modifications from your device to prevent being locked, if you are already locked, remove all modifications and go to snapchat.com/locked to unlock your account.
snapchat's support twitter is filled with complaints

Im locked out and it says "we are sorry, you are unable to unlock your account at this time" but I removed all of my jailbroke stuff. What do I do?

You didn't have to remove all of your jailbreak tweaks, just the tweaks/patches you're using for Snapchat. After that, try to respring your device and see if it works for you. Make sure you go to www.snapchat.com/unlock and unlock your account.

Unfortunately, probably not for a while. The developer for the tweak said that he doesn't even know where to look for this trigger. Once he finds it, I'm sure he'll push out an update.

I got a warning for using a third party application for saving snaps without them knowing so I stopped using them, it's a good thing really as I wouldn't want people saving random snaps of mine and it kind of defeats the purpose of Snapchat
