I believe you can receive payments, but if you don't have a credit card then I don't think it's possible to verify your account, thus disallowing you from sending payments.
I think that's how it works. Maybe there are people who are able to verify your PayPal account for you.
I think you need to verify your account before you can send money or receive a certain amount or your account is limited and only can have a certain limit. I suggest to add a bank account for verifyed use.
It's dependent on your region I'm sure. I'm from the United Kingdom, and I can receive funds. I can also send funds to another PayPal address, but I cannot purchase anything online as I am not verified. In-order to verify your PayPal account you will need to provide either a debit card and / or credit card which is linked to your bank account.
Also, I would not trust any 'verification' service, no offence to any user(s) who may provide the service; I just would not consider them trust-worthy. If you do everything legitimate and 'by-the-book', then you should not have anything to worry about.
You can send and receive payments but when you send them try will charge you (that's how they make their money). If you want to lift that you have I add a credit card or link your bank account. You can also link your social security number. Now that's if you want to send full payments and receive your full payment. Hope I helped
