I'm new to Photoshop.. really new. and i was wondering how people got the diagonal lines on their signatures (examples would be userbars) small diagonal lines that are like 2px in size.
 
Like scanlines? I don't use photoshop but it should really be an easy thing to do. Look for a "scanline tutorial". You could probably also find scanline brushes on deviantart or somewhere.

also; how do we make the border line around an image like the banner has above?
 
You could follow the tut RainDrops posted and then rotate the layer so it's diagonal.

Or find a scanline brush set and rotate those.

Also; how do we create the transparency as shown that the forums has? Like. where the simplygfx banner is put; the transparency. that holds it.

What would the settings be set at? and by the looks of it; it looks hella different. o-o
