I don't think normal members should be allowed to make a new thread in there.

I tried to create a test forum to ensure if there were permissions but there were none, I think it would be better if only staff/admins could make new threads in the News/Announcement sections.

Yeah, I agree with this. Only staff should be able to make announcements.

Yep, definitely, also we should still be able to reply to the threads, so we can give feedback on the news/announcements.
