I was thinking of giving someone award moderation permissions, but at this moment in time, it wouldn't work.
I believe Labrocca and/or xerotic are working on an update for MyAwards so you can set it so specific members can give out awards.
They're also working on an award system in the Moderator CP, it'll make giving out awards less of a hassle. Sorry, but for the meantime, it cannot be done.
