Recovering hacked twitter?

Alright so I recently sold a twitter with 174k followers. The person I sold it to, went on to sell it. He got scammed. I was wondering if there is any way to recover the account? The scammer reset the email + pw and changed username. Here is the email I receive when I submit a "hacked" form via twitter support:

Like... no shit it's not the same email. I wouldn't be saying I got hacked if I had access to the email linked to a twitter.
I've tried calling, but that was useless. Anyone know to get this going?

It's not the handle I care about. Its the account itself. 174k followers is worth a few bucks
