Power members can rep 3 times per day, just as yours is set to. I just checked the settings and they are for sure set proper. I believe this may be a glitch only you are seeing. The best thing you can do is put power as your display group, at that point it would be impossible for you to not rep you maximum of 3 times per day. You are currently displaying a personal group, all of which have absolutely no rep abilities.
