How do I gave someone rep?

Go to their profile and next to their rep, click on the 'Rate' button. You have to be upgraded or be in a group first though.

Give* and to give rep you would need to be upgraded an/or be in a group that allows you to give +1 rep.

You either have to be upgraded or in one of the groups that have the option to give +1 or -1 rep .
