I think non-upgraded members should be able to give neutral rep. It just makes total sense. Im sure upgraded members wouldn't mind this either.

Imo I think getting neutral reputation is kinda like a negative, though its not

Not everybody has the money to upgrade. Personally my PayPal has $7 in it.

What would be the point of it? You positive rep someone if a trade went smoothly and negative rep someone if it failed.
