Repair the Deal with Caution group.

Members are coming back too many times continuing on their scamming ways and they obviously just can't stop relying on doing it. Dura, Almost (who's banned, but in Bans.php was told that if a refund was made the ban would be lifted, again) for example; you see them in a scam report every week. One chance is certainly enough. If that's broken, a permanent ban with no chance of parole.

I don't see why it hasn't been like this. Refunding someone does not make you legitimate. If anything, that process should be: Be unbanned if upon request, refund your victim and go out with a permanent ban if that's not done at a certain time.

Something else could be done of course, but on the lines of that would be on the right track.

You also said that the reports were misleading/misunderstanding when none of them were.
