If onyx isn't allowed to give -5 reputation anymore, shouldn't they be able to give neutral reputation if someone scammed them or shit like that.

People can just make a thread in the deal disputes or community alerts section if they get scammed or witness suspicious activity of a specific user? Adding back the neutral reputation feature would just be a waste of time as it was rarely used when it was still in place, anyway.
