Revamp of Rules

I was browsing through some forums and I stumbled upon the rules thread.

I believe it should be updated. It has a lot of outdated rules. I'm not sure if this is updated somewhere else but this should be updated.

This is also bad for new users. When new users join, they may read these rules and think they can't do something.

If those rules still applied we would have a lot more banned users. I believe it needs an update.
