Make it mandatory for new users to be forced to read each parts of the help documents and more before browsing the forum.

Even if it's a click on one of the parts, then click off, it'll still make new users aware of the rules and help documents, because I didn't read the rules soon as I signed up, I only just read all the help documents and rules 2 weeks or so back.

who agrees? I see users come here, spam the forum board for 10 posts then leave after pming someone, it gets really annoying.

Once again, not needed but it'd be a good feature to implement.

People know rules exist, they're pretty basic.
If people want to abide by the rules then they will.
If people don't want to follow the rules, then they won't.

Unfortunately, this would not be a success. It would pan out similarly to a user agreement page when you're registering on a website; you'd be forced to read it, but you'd rather scroll down to the bottom of the page and click 'Accept' and move on.
