Selling a Limited PayPal account with funds eligible for withdrawal

I recently got an email from PayPal about an old limited account I own, saying that my funds were available for withdrawal.
The thing is, I cannot withdraw these funds, as the account was created under the Canadian region, and can only be withdrawn by someone who owns an American or Canadian bank account.
I live in New Zealand, go figure.

Funds available for withdrawal:




BIN: $40

Profit for the buyer = $35

PayPal preferred, I will not go first to anybody I do not trust.

He clearly mentioned it's allowed to withdrawal when limited.

Yes this is correct, assuming your bank account is not linked to another paypal account.

Yes that's correct. Once you secure the PayPal, attach your bank details to account and withdraw the funds.

You can call your bank and setup a sub account with a different extension. At least, that's how it works where I live.
