You're wrong lol, I played with a kid that has had not one but two VAC bans. You can track VAC bans now, they show up on someones profile if they've ever been VAC'd.

You can still play CS if you have a previous vac ban like I stated with the kid who had two, his last ban was 300+ days ago and that could have been the case here.
