You cant wear armor/weapons
Only thing you can equip is Staff's

BTW The staff there in the picture is the Tier 9 staff

What do you mean?

The celestial catalytic staff is the strongest magical weapon in Dungeoneering. It can be found in the dungeons under Daemonheim. It requires level 99 Magic to wield, and increases the damage that destructive spells can do by 30%, which is more than any staff in RuneScape. This staff cannot be created and can only be acquired as a drop from the Unholy Cursebearer.
