Mew is simple to get on Pokemon Red, Blue, Yellow, Gold, Silver and possibly Crystal.

I got Mew on Red, Blue, Gold and Silver. I'm assuming Yellow and Crystal it would be just as easy. This is without any cheats or anything like that as well .

Red was released in 1996 in Feb, and was shipped to the US on the 27th.

I got it in july, for my birthday. It even has USA-1 in the serial.

If they didn't start making them for the US until 1998, then I have no reason to believe why any version before that would not be in japanese.
