He is doing revenge rep, which is allowed on HF, but I consider it to be unfair. He got negative repped, and now is trying to get us to remove them unfairly.

It's simply revenge, although I agree with you.
Reputation should only been given/taken with good reasoning.
Not much you can do about it though.
