Should I create a pure?

I was thinking of creating a pure for PKing, my stats aren't that good on my main atm, and I'm not sure what to do with it.

I could create a new account with an interesting name, and fund it with about 100m or so.
Would that be enough? Also, what the hell do I do with it?

99 strength, 60 attack, 1 defence, 94 mage?
Ice barrage+claws, maybe?

I have like 100 something mil left, after my incident. Had to sell all my armour though, now I don't like my main anymore. =/
