I personally would say either of the following:

- Light Yagami - Self explanatory
- Lawliet ( L ) - Self explanatory
- Near ( N ) - He bested Light and Lawliet
- Lelouch ( Zero ) - Military genius, strategy genius
- Uchiha Madara - Planned a plan an controlled it more or less from death
- Uchiha Obito - Read the Manga
- Father (FMAB ) - He managed to trick GOD

I honestly think that Lelouch ( Zero ) would be able to outsmart each and everyone of them. ( Simply because Lelouch can more or less tell what you are thinking and what you are going to do before you even do. Shown when he beats his kin )

I've honestly never heard of him, but from what you tell me, he sounds pretty badass.

Go take a look at Code Geass, being able to not only best a superior world dominating power while one has almost nothing to use against them and then change the entire world. That my friend, takes brains.. The challenge Lelouch was faced with could equal fighting a tank using a spoon and win..
