what does that timeout means?

The time it takes to connect and determine if it is good or not.
In that case, it is 1 second. So if the proxy doesn't connects in 1 second, it will be discarded; but if it connects in one second, it is approved.

What's complicated about it? You paste you proxy list into the box and click check. If they work, it will connect. If they don't, it won't connect.
