Someone help me please?

As most of the people here know by the multiple threads that have been opened, my PayPal has been limited and many people have been charged back.

Can someone please suggest the best way I can go about getting my PayPal unlimited?

I wanted to use this money to help with buying a new laptop, but if i can't get this fixed then that won't be happening.

Also, I want to be able to reimburse everyone who was charged back because of this limitation.
