The username has to been inactive more then 5-6 months.

Pretty sure it has to be inactive for over 6-months or it can be a banned username.
Banned ones may still have the 6-month rule as well just in case the owners make a ban dispute, anyway I'm pretty sure Philly has a thread about this.
Hope you find a username you want!
