No you can't. First of all you don't have 45 dung for the runite spot down in the Mining guild, nor you can go into wildy with that stats cause of the spiders there.

Even IF you could do either, you can't do 400k an hour with runite mining, you can get max like 300k with an D pick axe + 99 mining if ur lucky, but thats rare.
I'm 99 mining myself, I know.
