Just my simple explanation about this new feature. JaGeX said they would never bring back the wilderness, and even also stated they didn't lose that many members in December 2007 due to the update.
If you also read closely on here, it states that they would need the majority of their players to vote. RuneScape has over 100 million accounts, so there would be a need for at least 10 million or so, and if they were being technical, 50 million.
JaGeX won't bring back the wilderness, it's a publicity stunt to gain attention and traffic, if people believe them, they come back and train, therefore JaGeX makes more money. It's all about the money. Just like their $10,000/mo contest, 20,000 people subscribe, they make millions and only give $10,000.
Don't get over excited, JaGeX will lose money by bringing back the wilderness from all the RWT, botting etc.
