I personally think this should be greatly lowered.
You want us to be active and post, this hinders us from posting as much.
This isn't a massive forum, so it doesn't have to be so strict.

I think he added that for now just because with everyone coming to the forum, he doesn't want it to be filled with spam right away. I think that after this forum starts to grow, he should remove it down to around 15 seconds.

15 seconds sounds like a good number. Not too long to go crazy and not to short to spam 10 threads in a few seconds.

I am going from thread to thread and posting HQ stuff, and it says I still need to wait about 10-15 seconds, so I think that a 15 second wait seems like a good number to update to.
