Well firstly your going to need a Forum, I suggest setting one up using one of these sites:

Here is where you must pay attention and take these tips I am giving you seriously:
#1 - Be Unique, try to create a forum that people will like and maybe something that hasn't been tossed around a few times.
#2 - Create content, before you start advertising your community you want to make sure you have two or three threads in each section so when people join they will have something to start off of.
#3 - Be nice, this is probably one of the best things you could do, if members see that you are a nice administrator they may invite their friends & family.
#4 - Don't be so negative, lets say a member on your forum makes a suggestion and it really isn't a good one just say that you will take it into consideration and move on.
#5 - Use Social Media, This is also something great that every forum should use, It gives people a easier way to connect with you & great way to post news, announcements, etc.
#6 - Enjoy your forum, make sure to enjoy your community/project and don't give up on it.
