I'm going to be getting power in the near future but I noticed that the "donator award" isn't on the upgrade page anymore. Does that mean that it's gonna and I can now purchase power?

You need Donator and Onyx to be eligible for Power.

You need all those 3 + Master Donator to be eligible for Power+, + a few requirements from Philly.

Remember that @Philly is having the upgrade page revamped.
