If it's a big stat account, it'll most likely get recovered if the former owner of the account was dedicated to it.

Even the Facebook step.

Put a phone number on it so when they recover and try to change anything it'll ask for a verification code

Put a phone number and Facebook on it. Change the email and pass and hope for the best, lol.

There's really no way.
Instagrams are so insecure it's not even funny.
The only things you can really do are; Phone number, Facebook and a secure password.
