It is a guide to console banning Xbox's as well as gamertag profiles.

I gave two vouch copies to users, then I get a private message from him saying I better give him a vouch copy or I will be removed from his group. I am not in a group, plus blackmail is illegal, especially since I am an employee in a large company.

He was probably trying to trade a spot in his group for the method and he didn't want to give you a spot in the group if the method didn't work.

Honestly it isn't really blackmail, he was just trying to do a trade, entry to his group for a vouch copy of your tut, and if the tut didn't work than he would remove you. However the way he put it was kinda fucked up, but this is not blackmail imho.
