V1 GT accepted my F/R WTF!!!

So as you all may know, tags with "Spic" in them have been getting reset.
I sent a F/R's to a lot of tags with Spic in them, and I go on today, and I find that the GT "Spicery" accepted my F/R, and the account is a V1. Do any of you know how this could happen? Was it an employee?

The gamertag has been on Xbox.com just not recovered. If it was a v1 it would have "Gold" on it right now.
