Vector format?

Anyone know how to convert a picture into this? I don't know much about it, but my brother needs this done, and I've never heard of this format.

Inkscape has a convert raster to vector function, with pretty good results considering. You should google "inkscape raster to vector tutorial" and follow along.

Thanks. I'm not sure exactly what happened as I haven't talked to my brother in a few days. I'll be sure to check that out though.

Yeah, I learned that already, my brother needs a picture bigger, so that it can be a poster or something, I don't know exactly what he is using it for.
