Well it all depends on the user. If you're mainly looking for effects then Adobe Premier + After Effects, but if not then go with Sony Vegas is recommend on older computers as it has more basic effects and takes less time to render them.

I would advise Sony Vegas Pro because it's user-friendly and easy to start using. If you're just going to be doing basic effects, then that would be all that you need.
